The T.W. Dick Site and the Industrial Transformation of Gardiner, Maine
Introduction
The T.W. Dick site on Summer Street in Gardiner, Kennebec County, Maine, reflects the long arc of industrial development, decline, and redevelopment in small New England mill cities. Situated along the Cobbosseecontee Stream near its confluence with the Kennebec River, the site embodies the region’s transition from water-powered manufacturing in the nineteenth century to environmental remediation and service-oriented redevelopment in the twenty-first century. Its history connects early entrepreneurial use of waterpower, intensive industrial occupation through the twentieth century, and modern brownfields redevelopment driven by public and private partnership.
Early Industrial Foundations of Gardiner
Gardiner’s industrial origins are rooted in the extraordinary hydraulic power of the Cobbosseecontee Stream. The stream’s lower corridor features a roughly 100-foot drop that provided significant mechanical energy for early industry.¹ In the late eighteenth century, Dr. Sylvester Gardiner, a Boston surgeon and entrepreneur, acquired land at the confluence of the Kennebec River and Cobbosseecontee Stream.² He quickly developed water-powered infrastructure including sawmills, a felting mill, a potash factory, and a grist mill that served a wide regional market.³
By the nineteenth century, the corridor had become one of the most heavily industrialized waterways in Maine. In 1860 alone, the stream powered thirty-one businesses employing more than four hundred workers and producing over two million dollars in manufactured goods.⁴ The industrial system was sustained by a dense network of mills, machine shops, and manufacturing facilities that relied directly on hydropower.
The T.W. Dick Site and Industrial Expansion
The T.W. Dick property developed within this broader industrial corridor. The 2.9-acre site included a cold storage warehouse, office building, and steel fabrication facility.⁵ From the 1800s through the mid-twentieth century, the property and surrounding corridor hosted foundries, blacksmith shops, woodworking operations, machine shops, shoe manufacturing, and lumber sheds.⁶ These overlapping uses reflect the adaptive reuse of industrial infrastructure typical of New England mill districts.
The T.W. Dick facility itself functioned as a steel fabrication operation powered by the broader industrial energy system of the Cobbosseecontee corridor.⁷ As industrial activity evolved, the site transitioned from early water-dependent manufacturing toward more mechanized industrial uses.
Decline and Environmental Legacy
By the late twentieth century, Gardiner’s industrial base had declined significantly due to regional deindustrialization, changing manufacturing patterns, and economic restructuring across New England.⁸ Industrial and commercial activity at the T.W. Dick site ceased by approximately 2012, leaving the property vacant and environmentally impaired.⁹
Environmental assessments identified typical brownfields conditions, including petroleum contamination, asbestos, and industrial residuals associated with decades of manufacturing activity. These conditions limited redevelopment potential without public intervention.
Brownfields Redevelopment and Public Process
The City of Gardiner acquired the property through tax foreclosure and pursued federal brownfields assistance through the U.S. Environmental Protection Agency.¹⁰ Environmental assessment and cleanup funding supported removal of hazardous materials, site stabilization, and preparation for redevelopment.
A Maine-based developer—Developers Collaborative, a Portland-based firm specializing in affordable housing and mixed-use redevelopment—was selected through a public process to redevelop the site.¹¹ The total project cost was estimated at approximately $1.8 million for the medical building and $3.3 million for the housing component.¹² Construction began in 2017 following environmental remediation and site preparation.
Developers Collaborative Redevelopment Model
Developers Collaborative structured the project as a mixed-use redevelopment combining healthcare and affordable housing, consistent with its broader portfolio of publicly supported housing developments in Maine. The firm specializes in projects financed through combinations of private equity, MaineHousing programs, and federal or municipal redevelopment incentives.
At the T.W. Dick site, the development included:
A medical outpatient facility (dialysis center) completed in 2018
A 15-unit workforce housing development completed in 2020
Income-restricted and subsidized housing components supported through public financing mechanisms
The housing portion consists of 15 units total, including one-, two-, and three-bedroom apartments designed for low- and moderate-income households.¹³ Rents are structured using Area Median Income (AMI) guidelines, with eligibility generally capped at or below 60% AMI, consistent with Maine affordable housing standards.
Importantly, the project incorporates affordability requirements and subsidy integration typical of MaineHousing-supported developments, including acceptance of housing vouchers and similar rental assistance programs.¹⁴ In addition, approximately 20% of units receive preference for households experiencing homelessness, reflecting state and municipal housing policy priorities aimed at increasing access for vulnerable populations.¹⁵
Rents are income-based rather than market-driven, with tenant contributions typically structured around a percentage of household income under subsidy frameworks such as Housing Choice Vouchers, which generally require tenants to pay roughly 30–40% of adjusted income toward housing costs.¹⁶
Medical and Housing Redevelopment
The first phase of redevelopment opened in fall 2018 with a modern dialysis facility operated by Fresenius Kidney Care. The facility includes capacity for up to sixteen dialysis stations and provides essential healthcare services for the region.¹⁷ The project represented a transition from industrial land use to healthcare infrastructure serving a regional patient population.
The adjacent workforce housing provides affordable residential units intended to support local employment stability and downtown revitalization. Together, the medical and housing components form a coordinated redevelopment strategy emphasizing mixed-use revitalization of contaminated former industrial land.
Significance
The T.W. Dick site illustrates the full trajectory of industrial New England landscapes: early water-powered industrialization, intensive nineteenth-century manufacturing, twentieth-century decline, and twenty-first-century environmental remediation and redevelopment. The site’s transformation reflects broader policy shifts emphasizing brownfields cleanup and mixed-income housing development as tools for urban regeneration.
The redevelopment also demonstrates how public process selection, state housing programs, and private developers such as Developers Collaborative operate together to convert contaminated industrial land into productive civic infrastructure. The result is a site that now supports both healthcare delivery and income-restricted housing within a historically industrial corridor.
