Historic Significance
The J. Palmer Merrill Block was constructed in 1908 on the site of earlier wood-frame commercial buildings. By 1897, J. Palmer Merrill occupied 46 Water Street with a boot and shoe store on the first floor and an office above, likely his law office. The 1903 Sanborn map shows the earlier wood-frame block extending from Water Street 42–62 and Madison Avenue 2–12. The 1908 replacement building occupied Water Street 42–56 and Madison Avenue 4–8, while adjacent Madison Avenue structures at 10–22 remained separate properties.
